Evalueringsavdelingen i Norad har bestilt en evaluering av programmet «Training for Peace in Africa». Målet med evalueringen har vært å se i hvilken grad programmet er relevant og om det har hatt de ønskede effektene i sin fjerde periode (2010-2015). Evalueringen skal bidra til en informert beslutning om programmets framtid. Programmet vil siden oppstart i 1995 fram til slutten på fjerde periode i 2015 ha brukt rundt 290 millioner kroner. «Training for Peace in Africa» administreres av Utenriksdepartementet og den norske ambassaden i Addis Abeba. Programmet har fem partnere og en samarbeidspartner. Evalueringsteamet mener programmet har vært viktig for politikkutvikling innen feltet fredsbevarende operasjoner. Evalueringsteamet finner også at opplæringen av politi og andre sivile oppleves nyttig. Samtidig får programmet kritikk for å ikke gjøre mer for å sikre bruk av politi og andre sivile som får opplæring. Videre får ledelsen av programmet kritikk for svakheter med det strategiske rammeverket.
