Noreg har tatt eit særleg ansvar for å medverke til at tusenårsmål fire og fem – om å redusere barnedød og å betre helsa til mødrer – blir nådd. Eit av initiativa er etableringa av Fleirgivarfondet i Verdsbanken for resultatbasert finansiering innan helse (HRITF) i 2007. I 2009 bestemte også Storbritannia seg for å støtte fondet. Samla avtalefesta beløp frå Noreg og Storbritannia fram til 2020 er i overkant av 500 millionar amerikanske dollar.
Formålet med fondet er å redusere barnedød og å betre helsa til mødrer gjennom støtte til gjennomføring, evaluering og kunnskapsformidling om ulike former for resultatbasert finansiering av tiltak i dei fattigaste landa.
Fondet skal evaluerast tre gonger i løpet av avtaleperioden og dette er den første.
