National Inventory Report 2006 Norway Greenhouse Gas Emissions 1990-2004 Reported According to the UNFCCC Reporting Guidelines

The United Nations Framework Convention on Climate Change (UNFCCC) was adopted in 1992 and entered into force in 1994. According to Articles 4 and 12 of the Convention, Parties are required to develop and submit to the UNFCCC national inventories of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol on an annual basis. To comply with the above requirement, Norway has prepared the present National Inventory Report (NIR) for the year 2006. The report and the associated Common Reporting Format (CRF) tables have been prepared in accordance with the UNFCCC Reporting Guidelines on Annual Inventories as adopted by the COP by its Decision 18/CP. 8. The methodologies used in the calculation of emissions are based on the Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories (IPCC Guidelines) and the IPCC Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories prepared by the Intergovernmental Panel on Climate Change (IPCC). The Norwegian Pollution Control Authority (SFT), a directorate under the Norwegian Ministry of Environment, is responsible for the reporting. Statistics Norway (SSB) has been the principle contributor to the preparation of the report, while the Norwegian Institute on Land Inventory (NIJOS) has contributed to the chapter regarding Land Use, Land Use Change and Forestry.
