Utvikling av privat sektor er et prioritert område innenfor norsk bistand og internasjonalt. Det er også et område i rask endring. Internasjonalt snakker man ikke lenger om økonomisk vekst, men om bærekraftig og inkluderende vekst som ikke ødelegger klima og miljø eller bryter menneskerettigheter. Evalueringen kartlegger formålet med norsk bistand til privatsektorutvikling og omfanget av innsatsen. I tillegg ser den på kunnskap fra forskning og evaluering for å gjøre en faglig vurdering av innretningen på denne bistanden.
